smalldocs 0.1.3

smalldocs now has a config file of its own, _smalldocs.yml. In it, the options of a page, such as theme and toc, are at the top level. The options of smalldocs, such as linkify and api, are at the top level too. smalldocs still builds a Quarto project from its _quarto.yml, with no change. See The configuration.

The API reference has these changes:

• A field of a pydantic model takes its description from Field(description=...). If the field has no description, it takes the comment beside the field.
• A click command shows its function, with the comment beside each parameter, and a table of its options.
• A package whose __init__.py defines code has a page of its own.
• In api.check, the glob tests/**/*.py finds tests/conftest.py too.
• smalldocs api check names each file by its path from the root, such as tests/test_x.py. So the output is the same on every computer.
